The “No. 1 Central Document” for 2024, which marks the first policy announcement by the central authorities each year, covers a broad range of initiatives, from food production and rural infrastructure development to boost the rural industry.
The document calls for enhanced efforts to ensure food security, prevent farmers from sliding back to poverty en masse, upgrade rural industries and promote construction and governance of rural regions. It highlights technology and reform as key drivers in enhancing rural livelihoods and promoting the modernization of agriculture in China.
According to the document, the most challenging task in transforming China into a modern socialist country lies in addressing the issues of its rural regions.
This year’s document represents the country’s 21st “No. 1 Central Document” of the 21st century to concentrate on agricultural and rural matters, underscoring the continued priority given to these areas in national policy planning.
