Beijing: Chinese President Xi Jinping on Tuesday met with foreign ministers and heads of standing bodies of the Shanghai Cooperation Organization (SCO) who are in China to attend the Meeting of the Council of the Ministers of Foreign Affairs of SCO Member States held in the port city of Tianjin.
SCO Foreign Ministers Agree to Upscale Equal, Indivisible Security across Eurasia NSN Asia 2025The Chinese President, welcoming the Heads of Delegations, underlined the salience of regional cooperation under the ambit of SCO, an organization covering the Eurasian land mass and a large expanse of the world’s population.
- SCO member states’ meeting of the council of the ministers of foreign affairs was held in Tianjin, North China.
Belarusian Foreign Minister Maksim Ryzhenkov, Indian External Affairs Minister Subrahmanyam Jaishankar, Iranian Foreign Minister Seyed Abbas Araghchi, Kazakhstan’s Deputy Prime Minister and Minister of Foreign Affairs Murat Nurtleu, Minister of Foreign Affairs of Kyrgyzstan Jeenbek Kulubaev, Pakistani Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Russian Foreign Minister Sergey Lavrov, Tajik Foreign Minister Sirojiddin Muhriddin, Uzbek Foreign Minister Bakhtiyor Saidov, SCO Secretary-General Nurlan Yermekbayev, and Director of the Executive Committee of the SCO Regional Anti-Terrorist Structure Ularbek Sharsheev attended the meeting.
Speaking at the meeting Chinese Foreign Minister Wang Yi on Tuesday called on SCO member states to strive to build greater consensus on strengthening the SCO in a manner that demonstrates a sense of responsibility towards history and the future. He proposed five suggestions on the organization’s development.
He said that member states should stay true to the original aspiration and carry forward the Shanghai Spirit, consolidate the foundation of security, pursue mutual benefit and win-win results to drive the new engine of development, pursue friendship and good-neighborliness, and safeguard fairness and justice.
Wang expressed appreciation for the support of member states for China’s role as the rotating chair, adding that the SCO is set to enter a new phase of high-quality development through member states’ joint efforts.
The participating parties highly commended China’s outstanding work and positive outcomes as the rotating chair, and expressed their willingness to coordinate and collaborate with China to ensure the success of the Tianjin summit.
All parties fully recognized the important role of the SCO in strengthening strategic mutual trust among member states, promoting regional development and prosperity, maintaining common security, and deepening the bonds between the peoples.
He said, ‘In the face of turbulent international situations, all parties agreed that it is essential to further promote the Shanghai Spirit, strengthen solidarity and coordination, safeguard national sovereignty and territorial integrity, fight against the “three evil forces” of terrorism, extremism, and separatism”.
They also agreed to enhance cooperation in various fields, promote dialogue among different civilizations, jointly uphold the authority of the United Nations, oppose unilateralism, and peacefully resolve hotspot issues through dialogue and negotiation, to make new contributions to world peace and development.
During the meeting in Tianjin, the ministers discussed the organisation’s activities in preparation for the upcoming meeting of the SCO Council of Heads of State (CHS) and the SCO Plus summit, scheduled for August 31 – September 1, 2025, in Tianjin, China.

Leaders from more than 20 countries and heads of 10 international organizations will attend the Tianjin summit of the Shanghai Cooperation Organization (SCO) and related events, said Chinese Foreign Minister Wang Yi on Tuesday.
- SCO Development Strategy until 2035
Participating ministers of SCO states also reviewed a package of documents and decisions to be adopted at the Heads of State Council meeting. Guidelines for the SCO’s further development will be outlined in the SCO Development Strategy until 2035.
The Tianjin Declaration will set forth agreed approaches to strengthening the SCO, while also addressing pressing global and regional issues. It is also expected that a number of thematic statements will be adopted, including those dedicated to the 80th anniversary of the end of World War II and the founding of the United Nations.
An in-depth exchange was held on key regional and international matters, as well as the situation within the SCO space. The ministers underscored the importance of enhancing coordination among SCO member states in shaping a multipolar world order with the United Nations at its core.
The meeting in Tianjin reaffirmed the shared commitment to deepening cooperation within the SCO as a vital pillar of an emerging architecture of equal and indivisible security across Eurasia.
Pakistan’s Deputy Prime Minister/ Foreign Minister, Senator Mohammad Ishaq Dar participated in SCO CFMs meeting in Tianjin, China.

Ishaq Dar represented Pakistan at the joint call of the Foreign Ministers of the Shanghai Cooperation Organization (SCO) Member States on President Xi Jinping of China.
During the discussions on regional and international issues, Ishaq Dar reaffirmed Pakistan’s unwavering commitment to the ‘Shanghai Spirit’ and to advancing initiatives aimed at enhancing regional connectivity, shared prosperity, sustainable development, and durable peace, with a view to realizing the region’s collective potential.
He also underscored the importance of upholding international law, implementing relevant UNSC resolutions to resolve longstanding disputes, and avoiding confrontational politics and double standards.
Commenting on regional stability and peace, he expressed that Pakistan seeks relationship of peace with all its neighbours.
- Pakistan also welcomes Belarus as the newest member of the SCO family.

- Bilateral Cooperation with Iran
In his bilateral meetings, Deputy Prime Minister and Foreign Minister, Senator Mohammad Ishaq Dar met with the Foreign Minister of Iran, Seyyed Abbas Araghchi, on the sidelines of the SCO CFM in Tianjin, China.
Both leaders reviewed bilateral cooperation across diverse areas and discussed the evolving regional situation following the recent Israeli aggression against Iran.
FM Ishaq Dar reaffirmed Pakistan’s unwavering solidarity with the people and Government of Iran, and reiterated Pakistan’s commitment to regional peace and stability, emphasising that dialogue & diplomacy remain the only viable path to de-escalation and lasting peace.
- Bilateral cooperation with Russia
Deputy Prime Minister and Foreign Minister, Senator Mohammad Ishaq Dar met Foreign Minister of Russia, Sergei Lavrov on the sidelines of the SCO CFM in Tianjin, China.
Both sides expressed satisfaction over the positive trajectory of bilateral ties and agreed to further enhance cooperation in trade, energy, agriculture, and defense. DPM/FM reiterated the invitation for FM Lavrov to visit Pakistan.
Minister met with other SCO Foreign Ministers, and held bilateral meetings with his counterparts from SCO member states.
Deputy Prime Minister / Foreign Minister, Senator Mohammad Ishaq Dar, arrived in Beijing, China and was received at the airport by Ambassador Ms Yu Hong, Department of Asian Affairs, Ministry of Foreign Affairs of People’s Republic of China
Pakistan’s Ambassador to China, Khalil ur Rehman Hashmi, and senior officials from China’s Ministry of Foreign Affairs were also present on the occasion.
